I did a fresh install of ubuntu LTS 18.04 due to other issues. I am still encountering this exact bug though. I will send logs.

My laptops hardware switch has no effect on the reported status. the hardware is an 'Intel Wireless-AC 9560' module. The network- manager GUI options also have no effect.
