Strange, at least on Debian installing texlive-lang-cyrillic does not
change anything, because by default 
        cyrtexinfo
format is NOT activated. It seems that you activated them by hand.

Please deactivate at least the cyrtexinfo format, it IS a failure to
ship this format line with texlive-lang-cyrillic, I will undo that.

If it is texinfo 4.11 you should NOT create a special format, but use 
        @documentlanguage
and
        @documentencoding
which already supports all that is needed. So to repeat it, there is no
cyrtexinfo anymore.
