Thank you for taking the time to report this bug and helping to make
Ubuntu better.

How far did you get in troubleshooting your packaging errors on your
last command(s)?  Have you tried --fix-broken? or dpkg-reconfigure etc.

This doesn't read like a bug to me, but instead a support issue as many
packages are "half-configured", with packages that I suspect are from
non-Canonical/Ubuntu sources (some versions I looked up didn't match any
supported versions found on packages.ubuntu.com)

I believe a Support site would be more appropriate, eg.
https://answers.launchpad.net/ubuntu . You can also find help with your
problem in the support forum of your local Ubuntu community
http://loco.ubuntu.com/ or asking at https://askubuntu.com or
https://ubuntuforums.org.  You could also convert this bug report into a
question for support purposes.
