How far did you get in troubleshooting your packaging errors on your last command(s)? Have you tried --fix-broken? or dpkg-reconfigure etc. This doesn't read like a bug to me, but instead a support issue as many packages are "half-configured", with packages that I suspect are from non-Canonical/Ubuntu sources (some versions I looked up didn't match any supported versions found on packages.ubuntu.com) I believe a Support site would be more appropriate, eg. https://answers.launchpad.net/ubuntu .
