Public bug reported:

1) Ubuntu 19.10
2) Software Updater 1:19.04.8
3) Only download parts of the package that have changed, if the package is in 
the APT archive. Otherwise download full package. This would save bandwidth and 
result in quicker updates if a user has a slow internet connection. Torrents 
divide a file into hashes and only download the missing parts. Could updates 
work in a similar way? Maybe zSync could be used.

4) Full packages were downloaded instead the parts that changed.
