Thanks for your bug report. I'm closing the bug. deskbar-applet does the
following:
Recommends: python-beagle (>= 0.2.6-1), python2.4-soappy, gnome-utils
which means: it works perfectly without the following packages, but for
extra functionality you need them. I agree that it's not easy enough to
figure it out, but that's another issue.
