Sorry, but this works as designed. Once 19.04 has reached end of life,
then you will be offered the upgrade directly to 19.10 instead of via
19.04; but in the meantime the supported upgrade path is stepwise to
19.04 and 19.10.
Since you are on 18.04, if you don't want to follow the 6-monthly
releases every six months, it is recommended that you stick with the LTS
anyway until 20.04 comes out (and if you have Prompt=lts in /etc/update-
manager/release-upgrades, you will not be offered the upgrade to the
6-monthly releases).
