Reading your report it appears you are mostly after support. This bug report can be converted to a question (aimed at support, bug reports are aimed and finding problems and fixing so subsequent users won't stumble with the same issue). The PPA you added to your eoan (19.10) system only supports bionic (18.04), thus adding it was your mistake. PPA's are 3rd party repositories, where it's your responsibility to ensure they were created by a responsible party, are still maintained and are safe for your system (now and into the future). You then move to a different dependency issue, which again is support related, and not a bug with software.
