I can reliably observe the issue (the update to version 79 doesn't make
the problem go away).

This appears to be a user-agent related problem: if IĀ use an extension
to spoof Firefox on Windows or Safari on Mac and reload that page, links
are clickable. So this really is a problem on paypal's side, not
something chromium can do anything about.
