I think I figured out a partial solution. I found a similar bug report here on Launchpad, Bug #1739991. I turned off Sophos real-time scanning, and I was able to successfully run 'sudo apt --fix-broken install'. It seems like there are multiple causes for this issue, but I hope this helps somewhat.
