On Bionic, the stock default sources are using HTTPS:
$ gem environment | grep -A1 'REMOTE SOURCES'
- REMOTE SOURCES:
- https://rubygems.org/
So it's no longer required to create a /etc/gemrc or ~/.gemrc file.
