I just updated the installation environment to the latest daily image (timestamp Dec 15th 2019): "Ubuntu-Server 20.04 LTS _Focal Fossa_ - Alpha s390x (20191215)" that includes subiquity 19.12.1 and can confirm that the issue reported here (with the huge amount of download progress update lines) does not exist anymore. I'll change the project entry to Fix Released. The Focal entry can be changed to Fix Released, too (in my opinion).
