Well, actually I have thought a lot about this downgrading thing. I have contributed to ppa-purge and even made a PPA of that: https://launchpad.net/~jarnos/+archive/ubuntu/ppa-purge I still have to fix it to keep auto installed packages auto installed, which is not very difficult.
