I don't normally use Ethernet on my laptop, and for some reason the b44 module for Ethernet doesn't get loaded normally. So I didn't notice this. But I'm getting the same problem reported in https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1821564/comments/8 in Ubuntu 19.10 with linux-image-5.3.0-24-generic on my Inspiron 6400.
