While the fix allows one to configure qemu-user-static, it prevents the installation of the binary formats. In WSL Debian Buster on Windows 10 Pro Build 18363.535, I managed to install the formats by changing the value of --fix-binary from yes to no. I think this eventually should be fixed in WSL, see https://github.com/Microsoft/WSL/issues/2103.
