Building Octave from HG sources shows the package is broken.
I created /usr/lib/x86_64-linux-gnu/pkgconfig/Qt5Help.pc
containing

includedir=${prefix}/include/x86_64-linux-gnu/qt5

But, compiling showed some of the files are missing.
