Just in case it is relevant, remember you need two different settings:
Wayland:
gsettings set org.gnome.mutter experimental-features
"['scale-monitor-framebuffer']"
Xorg:
gsettings set org.gnome.mutter experimental-features
"['x11-randr-fractional-scaling']"
