Public bug reported:

New version of Ubuntu comes - old problems comes back. Packages with libraries 
(symbols, footprints, models etc.) for Ubuntu 19.10 are missing in ppas with 
develop/nightly builds of kicad, so after `apt update && apt upgrade` actual 
build of kicad will be installed, but libraries stay in (very) old version.
 
Problem is the same as after 18.10->19.04 upgrade, someone forgot to add 
library related packages to automatic builds in dev ppa. (I reported it then 
and it was solved).
