Public bug reported:

Very frequently Update-Manager will only update part of the packages
that are reported as available for updating. I don't know how to tell
which ones it does and which it doesn't update. For example, it won't
update any libreoffice packages at all recently.

I have to go to the CLI and do apt update && apt upgrade to be able to
actually get all the new updates.

This has been going on for a bunch of months now, but I'm not entirely
sure when it started.
