Public bug reported:

This is a weird quirk:

When typing Spanish accented capital letters, one presses the Accent key
(') and then the letter (e.g. "a"), so the sequence " ' + a " results in
"รก".

Expected: Pressing Accent + Letter = Accented Letter.

What happens: When one presses Accent + Shift + letter, Shift cancels
the Accent action (with an audible system alert if activated).

It is possible, however, to press Caps Lock and do Accent + letter, with
the expected result (an accented letter).

This only happens within Chromium. It is possible to press Accent +
Letter and get the accented letter anywhere else.

OS: Ubuntu 18.04
Chromium Build version: 79.0.3945.79

** Affects: chromium-browser (Ubuntu)
     Importance: Undecided
         Status: New
