Your original locale had the positive sign empty.
Probably a mistake. So I’ll make it + now.

That is what I used:

yesexpr  "^[+1yY<U0628>]"
noexpr   "^[-0nN<U0646>]"

So these regular expressions except +, 1, y, Y, and ب as a yes answer.
And -, 0, n, N, and ن as a no answer.
