Public bug reported:

I downloaded Ubuntu 19.10 to boot from a 16 GB USB drive. I booted my
laptop and the live boot was successful. From the desktop i clicked on
install Ubuntu 19.10. From there i ran the install and set up a user,
password and other info dealing with my login. Once I completed the
login info the installer continued to run smooth. Once getting further
into the install process, i believe when it tried to install the grub
and/or grub files the instal crashed.
