So pity this issue is still present in 2020 - for me during Linux Mint
19.3 installation onto exist Linux Mint 19.1.

My workaround was: I had to skip to mount exist /home and /opt
partitions, and just to reinstall a root / one. After successful
installation and reboot I had to delete new /home and /opt dirs, and
manually mount my original /home and /opt partitions into /etc/fstab .
