Brief Description

Need to add replicasets to metricbeat clusterroles to allow collecting
state_statefulset metricset.

Provide the severity of the defect.

1. Add state_statefulset to metricbeat kubernetes deployment.
2. build new sysinv patch.
3. apply the new patch to the system.
4. install stx-monitor app.
5. lunch Kibana and search for state_statefulset and notice the error message:
Failed to list *v1.StatefulSet: replicasets.apps is forbidden: User
"system:serviceaccount:monitor:mon-metricbeat" cannot list resource
"replicasets" in API group "apps" at the cluster scope ecs.version:1.1.0

The system is able to collect state_statefulset metricset successfully.
