Thank you for reporting this bug to Ubuntu. Ubuntu 18.04 LTS has two upgrade paths
1: non-LTS path is to the next release which was 18.10, is now closed as it's EOL. That is the only upgrade path tested & supported off LTS path 2. to the next LTS which won't open until the launch of Ubuntu 20.04.1 LTS (ie. the first point release). As that is still a long way off, it's not supported, nor has testing really started yet. That route currently isn't open. As such I don't understand what you mean by "can't get updates for ubuntu 19"? Nor do I know what you mean by Ubuntu 19, as there is no release of that name. Standard desktop & server releases use the year.month format, and whilst Ubuntu Core does use the *year* format, there is no release of Ubuntu Core in 2019. Unfortunately, we cannot work on this bug because your description didn't include enough information.
