Public bug reported:

netplan can't start the 2nd NIC on a server/gateway.  The definitions
are correct, the IP addresses and netmasks are correct.  This server is
to replace another physical server with an identical configuration.

The correct configuration for enp1s0 should be:  inet 192.168.0.138.  I
tried configuring it with and without defining a gateway and routes for
the internal network; the IP address is never registered. The netplan
config, debugging information, hardware list, etc. follow.
