* If so, what specific steps should we take to recreate this bug?

It is possible that you are trying to install both mariadb-server-10.3
and mysql-server-8.0 on the same OS?

Also, you seem to have some very old repositories configuration on your setup, 
is it normal?
> InstallationMedia: Ubuntu 12.04 LTS "Precise Pangolin" - Release amd64
