Those files are obsolete, and I don't think they are used at all
nowadays.
The languages installable via language-selector are simply the languages
with language packs. Once you have translated a sufficient number of
strings (see the comments on bug #1860779), the language packs can be
created, and then Kabyle will automatically be added to language-
selector's "Installed Languages" window.
The localechooser package carries a languagelist file which - contrary
to the language-selector one - is in use. It lists the languages which
can be chosen when installing Ubuntu. However, it wouldn't make sense to
offer the users Kabyle in the installer before the language packs have
been created.
