On a clean power on boot I ran:
apport-cli -f -p network-manager --save 1860806.apport

So this file contains (hopefully) the information needed while the
machine is in the broken condition (only on fresh power-on).

After restart (soft boot) to obtain Internet I ran:
ubuntu-bug 1860806.apport

I don't know how to force the last command to direct the information to
this bug report.
