Public bug reported:
This is not the same bug as #1758512 - that bug is about an unresponsive
key combination, this bug is reproducible without pressing any key-
combination.
Reproduce:
Using Ubuntu 19.10. Manually modified /etc/systemd/logind.conf by
uncommenting this:
[Login]
NAutoVTs=6
ReserveVT=6
According to man logind.conf this would result 6 virtual terminals
spawned.
Bug behaviour:
Reboot and run
$ sudo fgconsole --next-available
3
Expected:
Given I've configured 6 auto virtual terminals this number should be
higher than 6.
Bug behaviour
Reboot and run:
$ sudo chvt 3
Got a screen with a black background and a single blinking cursor at
upper left corner
Expected:
Seeing a login prompt
