replace a 19.04 install I don't need anymore for support.

I didn't format, and it's now trying to 'Restoring previously installed
packages" which I expected it to produce some issues (packages that
don't exist in bionic which are not an issue for this test), but it's
remained there for an hour+ without moving.

I noticed it had Lubuntu "please visit our website" so clicked on it,
and firefox crashed (small firefox window asking me to report to
Mozilla). I clicked the submit bug & crash again, submit & crash again
(mozilla reporting not ubuntu-bug/apport I suspect given appearance of
window).

I tried to open a terminal, but I'm only getting circling cursor then
nothing on any menu item it appears, ctrl+alt+T isn't opening a
terminal, and I cannot login to a text terminal (no login prompt
appears, just cursor on black screen), so it appears to have crashed, or
is in an endless loop.  Because of this, I'm filing issue on different
box.

It has remained where it is for ~60+ mins, and I need to go to bed...
