Public bug reported:

Hello,

it's a stupid setup but it still should work: there's an USB port on my
machine (which I believe to be an usb 2.0 port), into this port there's
an USB3 hub plugged in. into this hub there are several things plugged
in, including the external sata raid hdd enclosure I boot from, and
including an USB3->usb c adapter. And my usbc->ethernet adapter is
plugged into this usb c adapter.

when I cold boot, most of the time this ethernet adapter does not work

when I unplug this ethernet adapter and replug it, it gets initialized correctly
