Please sync libsbml 5.18.0+dfsg-1 (universe) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Build-depend on dh-python.
* Rebuild against new liboctave7.
* No-change rebuild for the perl update.
The Debian package added the build dependency as well.
Changelog entries since current focal version 5.17.2+dfsg-3ubuntu1:
libsbml (5.18.0+dfsg-1) unstable; urgency=medium
* New upstream version
* Standards-Version: 4.5.0 (routine-update)
* debhelper-compat 12 (routine-update)
* Remove obsolete fields Contact, Name from debian/upstream/metadata
(already present in machine-readable debian/copyright).
