I actually meant the locale command without options, but I still think
you provided the info we need. ;)

LightDM does set LANGUAGE for some reason through an Ubuntu specific
patch, and it might explain it. The weird thing is that LightDM has done
that since long before 19.10.

Anyway, maybe we should simply stop LightDM from messing with LANGUAGE
when run in a live session.
