Public bug reported:
The file in /var/log/tomcat9/catalina.out is not being written to.
Output is redirected to the standard syslog in /var/log/syslog.
If we change the permissions to allow syslog to write to the
/var/log/tomcat9/ dir and the catalina.out file in there, it seems to
get reverted back to tomcat:tomcat ownership (likely due to log
rotation)
