It seems to be caused by fractional display scaling: The display is configured to use 150% scaling.
When the scaling is set to 100% (native DPI), mpv and Firefox can play the video in fullscreen without triggering the bug, everything fine just like it should be. When the scaling is set to 200%, there's another bug: The player goes to fullscreen without flicker or framebuffer changes, but only plays the video in the upper left quarter of the screen.
