Public bug reported:

I've attempted to install lubuntu 18.04 numerous times, and always
stalls while installing grub2 package. This time I did a fresh download
of lubuntu 18,04.3 and used rufus to make a bootable usb. This is the
first time I've actually gotten the message that the grub wouldn't
install.
