The merge bug is "Incomplete" because the required information (the
source of the new upstream that fixes the issues you describe) is not
yet available.  Once available, the bug will be reviewed again, and
appropriate steps taken to close the described issue (a newer scons for
hardy would be nice).

More generally, the "Incomplete" state denotes a bug which is not
currently actionable due to missing data, and is waiting for updated
data in order to again be useful.  The previous state "Won't Fix" did
not appear in the default bug listings, causing some confusion from
other parties who thought that scons should be upgraded.

It is not yet appropriate to edit the title and description to indicate
that packages would FTBFS, as the version of scons that would cause this
issue has not been merged into the archives.  Once the new version is
available, the title and description should be changed to match the new
version, and the bug set to "Confirmed" or "In Progress", as
appropriate.
