Hi Marcelo, as it's much more easier to reproduce this on clouds (for now), so I just built a bionic AWS kernel with that commit reverted: https://people.canonical.com/~phlin/kernel/lp-1862312-memhp/
The memory hotplug test works fine with multiple retries with this kernel.
