IPv6 should not be completely disabled on any system. This is not in keeping with Best Current Practices. See RFC 6540 (BCP 177). If an admin has manually disabled IPv6 on their system, it is their responsibility to also disable any services listening on IPv6 by default. This "fix" is antithetical to a modern Internet.
