zCX running on SSC 3.7.1 which is Ubuntu 18.04 s390x including docker.io 18.09.7-0ubuntu1~18.04.4 runc 1.0.0~rc7+git20190403.029124da-0ubuntu1~18.04.2 This problem matches debian.org bug report https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=909644 In a test environment, downloaded https://packages.debian.org/buster/s390x/runc/download runc 1.0.0~rc6+dfsg1-3 and it does fix the problem.
