Are you using youtube-dl from an Ubuntu package, or from somewhere else?
If a package, what does "dpkg-query -W youtube-dl" say?
I installed youtube-dl in a clean focal environment; it seems to work
fine, and has "#!/usr/bin/python3" at the top, not "#!/usr/bin/env
python".
