It sounds like fixing this bug is the least difficult issue. It also sounds like you should subscribe to bug 1825625.
Your suggestion of a workaround for this bug is not necessary because with the same amount of effort we could just write a patch to disable fullscreen unredirect during fractional scaling, to work around this bug.
