Further to comment #38, here's a workaround that works for me on 20.04:
sudo killall apt
sudo rm /var/lib/dpkg/lock
sudo dpkg -r snapd gnome-software-plugin-snap
sudo apt update
sudo apt full-upgrade
** Changed in: snapd
