I don't see Tajik support in http://archive.ubuntu.com/ubuntu/dists/focal/main/installer- amd64/current/images/cdrom/debian-cd_info.tar.gz which is the source of the translated menus presented from the isolinux bootloader. This would need to be included there for sure in order to have localized menus in the bootloader, but I also haven't tracked down yet where the list of languages comes from since it doesn't appear to be in either the debian- installer cd tarball, the debian-cd repository, or the syslinux source.
