This config work fine on Ubuntu 18.04 LTS (matrix.org/package/debian,
matrix-synapse-1.11.0 and 1.11.1).
SQLite work without errors.
При добавлении в конфигурацию настроек базы PostgreSQL сервис перестаёт
стартовать. В syslog только сообщения об остановке процесса. При запуске
с SQLite проблем не наблюдается. База данных точно доступна (захожу
через Adminer (PHP) без проблем).
