Never mind the LAN7515 heatsink. The issue was avoided by some combination of other missing configuration (I have since managed to trigger the issue): - iptables-rules not loaded - dnsmasq not running
Sometimes (in the full HE.net tunnel + v6 gateway configuration), the problem is triggered by an IPv4 download, even.
