Thank you for taking the time to report this bug and helping to make
Ubuntu better.
Spamassassin is definetly inappropriate for ubuntu-desktop, since that
would install it on all Ubuntu desktop installations, and it's quite
obvious that most users won't need spamassassin.
Also, it does start up when the computer does, when it's correctly
configured. To make sure, that all users did that, they have to change
ENABLED to 1 in /etc/default/spamassassin.
Finally, about the "Add/remove Programs" thing: It should maybe be
listed there, yes. I'll change the description of the bug for
clarification.

Evolution Mail for it's spam filter depends on the spamassassin package,
which isn't installed with the ubuntu-desktop, and doesn't show up in
add/remove programs. It only shows up in Synaptic. This would cause a
problem for a non-experienced Ubuntu user. It also should start up when
the computer does.
