On Focal, you may install evemu-tools, and use `sudo evemu-record
/dev/input/eventX` to dump raw input events. In your case X=5:

Then try to move your mouse and check if the readings make sense to you.

You can also install Eoan's kernel directly in a Focal system to see if
it's really a regression in kernel. You'll at least need:

 * https://packages.ubuntu.com/eoan-updates/linux-modules-5.3.0-40-generic
