sorry for seeing this so late.
I retried this (upgrades and install) a few times on xenial containers but
never hit this.
You could try to re-install and fix up packages in general via:
$ apt install --re-install libpq-dev
$ apt install -f
If that is still an issue please report if the above helped and if it
doesn't how exactly it failed (all output while running the above).
