In order to demote geoip1, we also need to demote python3-geoip, and the
proposal is to trade it for python3-geoip2 instead
(https://code.launchpad.net/~ahasenack/ubuntu-
seeds/+git/ubuntu/+merge/380547). So that package should be included in
this MIR.
